Why the Dutch imbalance market works differently

OTE sets the imbalance price progressively. The larger the system imbalance, the higher the price you pay when your position reinforces it. According to OTE’s own documentation, the mechanism is designed to push balance responsible parties to stay as close to their nomination as possible.

TenneT applies an imbalance price that, depending on the state of the system, can also work in your favour when your position happens to help. The instrument that’s structurally discouraged in Czechia can therefore be a genuine value driver in the Netherlands, simply because the market is designed that way.

Czechia and the Netherlands share a coupling system

Since 17 June 2021, Czechia has been fully coupled to the Multi-Regional Coupling via the 4M Market Coupling, alongside Slovakia, Hungary and Romania, the same coupling the Netherlands operates in. A year later, in June 2022, both countries also joined the same Core capacity region as Germany, Austria and Poland, where cross-border capacity is calculated using the flow-based method.

As a party already trading cross-border from the Czech Republic into Germany, Austria, Slovakia and Poland, you’re already operating within that same system. What the Netherlands adds is the instrument that makes it distinct, the open position on the imbalance market.

PVNED as Balance Responsible Party in the Netherlands

As a Czech party, you’re likely already working with a separation between market access and operational settlement. PXE, part of EEX Group, gives you access to OTE’s day-ahead auction plus a futures market, while OTE itself handles BRP registration and imbalance settlement.

The Netherlands has that same separation, only here the operational layer is called a Balance Responsible Party (BRP), recognised by TenneT. Your OTE registration or PXE access doesn’t cover it, it’s a separate recognition, independent of your existing Czech relationships. PVNED fulfils that role as an independent BRP.

Why is an open position rewarded in the Netherlands when OTE makes deviations more expensive?

Does my OTE or PXE registration cover the Dutch BRP requirement?
